우크라이나 전쟁이 7개월에 접어들었다. 나치로부터 도네츠크와 루한시크를 포함한 우크라이나 전역을 해방하겠다는 블라디미르 푸틴 러시아 대통령의 '특수군사작전'은 그렇게 시작됐다.

전쟁이 발발한 올해 2월, 푸틴 대통령은 우크라이나 수도 키이우 점령을 위한 집중 공세를 펼쳤다.

2월 23일 밤에 시작된 러시아의 첫 번째 대규모 공격은 우크라이나 영토의 5분의 1을 점령하는 성과를 얻었다. 국제사회는 러시아의 우크라이나 침공이 며칠 안에 끝날 것이라고 예상했다.

하지만, 우크라이나 전쟁은 현재 전쟁 초기 5일 동안 러시아가 점령한 지역보다 약 3000평방 킬로미터의 땅을 우크라이나에 내줘야 했다.

지난 9월에는 일명 '폭풍작전'으로 불리는 우크라이나의 반격이 성공하면서, 러시아군은 2월 특수군사작전이란 미명하에 통제권에 넣은 우크라이나 영토보다 더 적은 지역만을 점령하게 됐다.

크렘린궁은 전세가 우크라이나 쪽으로 기울자 이미 러시아가 정령하고 있는 우크라이나 4개 지역에 대한 통제권을 확보하고 전략적 핵무기 사용의 근거를 마련하기 위한 '가짜투표'를 실시했다. 2014년 크림반도 지역의 압류 및 병합과 같은 전략을 구사한 것이다.

하지만, 미국을 포함 서방국가는 이런 러시아의 영토 병합 투표를 인정하지 않았으며, 푸틴의 전략적 핵무기 사용에 대해서도 즉각적인 대응을 하겠다고 경고했다.

그런데도 푸틴 러시아 대통령은 도네츠크와 루한시크 인민 공화국과 자포리자, 헤르손 4개 지역에 대해 러시아 영토로 병합하는 별도 협정에 서명했다. 앞서 푸틴 대통령은 헤르손과 자포리자를 독립 국가로 공식 인정했다.

이번 국민투표는 우크라이나와 국제사회에서 불법 가짜투표로 비판받았으며 CNN 여론 조사 결과에서도 5명 중 1명만이 우크라이나 4개 지역의 러시아 연방 가입을 동의한 것으로 나타났다.

우크라이나 전쟁 발발 이후 9월을 기점으로 러시아군은 우크라이나 동부전선에서 속속 물러나고 있는 움직임이 명확히 드러났다.

국민투표가 실시된 도네츠크 지역은 현재도 우크라이나군의 탈환 작전이 성공을 거두고 있다.

뒷걸음질 치는 푸틴의 야욕에 대해 미국과 유럽연합은 "푸틴이 물러설 곳이 없으면 최후의 수단으로 핵무기 사용을 배제하지 않을 것"이라며 "러시아가 핵무기를 사용하게 될 경우 우크라이나 전쟁은 3차 세계대전으로 확대될 수 있다"고 경고했다.

○Seven months after launching an invasion — one that western officials thought would be over in days with an overrun Ukrainian capital — Russia controls roughly three thousand square kilometers less land than it did in the first five days of the war, CNN found.
○At the end of September, pro-Russian authorities hastily conducted so-called “referendums” in parts of the four occupied regions of Ukraine: Donetsk, Luhansk, Kherson and Zaporizhzhia. Large parts of Donetsk and Zaporizhzhia remain in Ukrainian hands.
○In early September, a sudden Ukrainian counter-offensive in the north-east pushed Russian forces back by more than 50 kilometers in some places along a wide front in Kharkiv region. On September 11, the Ukrainian army re-took 4,000 square kilometers overnight, according to ISW, marking the largest push they have made in a single day.
○In just one week, Ukraine recaptured more territory than Russian forces had taken in the previous five months. A second front opened up by the Ukrainians, in Zaporizhzhia and Kherson in the south, has made more modest progress.
○And with the recent announcement, the Kremlin has set itself an objective of expanding that territory to incorporate those parts of the four regions it sees as annexed into Russia. Ukrainian President Volodymyr Zelensky vowed on Friday that the “entire territory” of Ukraine would be liberated, calling Russia’s “attempted annexation” a “farce.”
